China has claimed that the Philippines has agreed to a "secret deal" to maintain peace in the disputed Second Thomas Shoal region in the South China Sea, a place to which Manila stakes claims, despite China's repeated provocations. According to Beijing, a “gentlemen's agreement” was concluded when a Chinese diplomat contacted the head of the Western military command in Manila. To consolidate its claims, China released an audio clip of the alleged conversation for some journalists. However, the Philippines rejected this claim, saying only the president can sign international agreements. Manila has criticized the Chinese claims, with Philippine officials calling for the expulsion of Chinese diplomats.
