Emergencies Act Inquiry: Ontario Provincial Police Commissioner Thomas Carrique Testifies FULL
The commissioner of the Ontario Provincial Police (OPP) testified Thursday at the public inquiry into the Liberal government's decision to invoke the Emergency Measures Act to put an end to the "Freedom Convoy" protests earlier this year in Ottawa.

Thomas Carrique's testimony examined how provincial police prepared for protests against COVID-19 mandates and whether they posed a threat to national security.

Carrique told the House of Commons public safety committee in March that the Ontario Provincial Police intelligence unit identified the Ottawa protest as a "threat to national security" about a week after the arrival of heavy trucks in the capital.

But the head of the intelligence unit, Supt. Pat Morris told the public inquiry last week that there had never been any “credible” information showing a direct threat to national security and that they “didn't see a lot” of extremism.

The ultimate goal of the inquiry is to examine the federal government's decision to invoke the Emergency Situations Act three weeks into the crisis, and determine whether this unprecedented move was justified.
