As you may recall, the first introduction to the Veil is in Order of the Phoenix, when Harry, Ron, Hermione and other members of what would later be known as Dumbledore's Army take storm the Department of Mysteries. During their exploration of the department, they find themselves in what is ominously called the Chamber of Death, which is described as a large amphitheater with stands surrounding a dais. And on the stage? The veil. A large pointed arch made of ancient stone so cracked that it seems to defy gravity just by remaining upright. And, of course, a tattered black veil, you guessed it, floats beneath the arcade. Obviously, the Veil has been around as long as the Ministry. And judging by his deteriorated state, probably for much longer. This, of course, suggests that the amphitheater was built around the Veil, rather than that the Veil was found elsewhere and transferred to the Ministry.
